Effie Mae Franklin (Bullard), aged 84, passed away on July 22, 2025, in Oneonta, Alabama. Born on November 6, 1940, in Blount County, Alabama, Effie lived a life marked by devotion to her family and community.

Effie was the beloved wife of the late Sammy Franklin and a cherished mother to her son Rick Washburn (Sara) and daughter Lisa Green (Greg). She was a loving grandmother to Jonathan Green (Rachel), David Green (Katelynn), Kathryn Green, Jacob Washburn (Courtney), Shelby Dykes (Dillon), and Brody Washburn. Effie also adored her great-grandchildren, Henry Cage Washburn and Evelyn Mae Dykes. Her family extended to numerous nieces, nephews, and special friends, all of whom felt her warmth and kindness.

Before retiring, Effie dedicated many years as a manager at a local department store, where she was respected for her leadership and work ethic. Her personal interests included a love for nature, particularly flowers and birds, and she was an avid fan of Alabama football, showcasing her spirited support for her team.

Effie was a faithful attendee of Nectar Baptist Church, where she found great solace and community throughout her life. Her faith was an integral part of who she was, influencing her benevolent actions and the love she spread to those around her.

Effie was predeceased by her parents, Henry and Lillian (Swann) Bullard; her husband, Sammy Franklin; and siblings Willene Deavers, Faye Hogan, H.C. Bullard, Kathleen Mann, Coy Bullard, and Beatrice Isbell.

Visitation for Effie will be held on Saturday, July 26, 2025, from 10:00 am until 12:00 pm at the Blount County/ Cleveland Funeral Home, located in Cleveland, AL. Funeral services will follow the same day at 12:00 pm in the chapel of the funeral home.
